

Bridging the Digital Divide: How We Can Shape a Digitally Inclusive Singapore
In an increasingly digital world, access to technology and digital skills is no longer a luxury — it is a necessity. The Digital for Life (DfL) movement, spearheaded by the Infocomm Media Development Authority (IMDA) through the SG Digital Office (SDO), is Singapore’s national initiative to foster an inclusive digital society. It calls on the community to come together to uplift digital skills and literacy across all age groups and segments of society.
In this talk, Douglas Goh, Director of the IMDA’s Digital Engagement and Adoption Division, shares the vision, progress, and impact of SDO, in support of the Digital for Life movement, — from empowering seniors and low-income families, to enabling persons with disabilities and small businesses.
The presentation will also highlight success stories from Digital Ambassadors and ground-up DfL: Digital Club initiatives that have transformed lives.
More importantly, this session will explore how civic-minded partners like the Rotary Club of Singapore can play a pivotal role in this movement — whether through volunteering, initiating community projects, or leveraging professional networks to scale our outreach.

Douglas Goh is the Director of the Digital Engagement and Adoption Division at the Infocomm Media Development Authority (IMDA), where he leads the national Digital for Life movement through the SG Digital Office. With a mission to build an inclusive digital society, Douglas drives efforts to uplift digital literacy among seniors, low-income families, persons with disabilities, and small businesses. Under his leadership, community partnerships and grassroots initiatives have empowered thousands to confidently embrace the digital world.
